Jaka has worked for various TIME (Telecom, Internet, Media, Entertainment) companies since 1996. He is recognized as one of the leading experts on gaming and media law in Slovenia. After graduating from Greenwood High School (Springfield, Missouri, USA) in 1992, Jaka graduated from the Faculty of Law at the University of Ljubljana, Slovenia.

He gained his graduate degree from Cambridge University in England and Faculty of Law in Ljubljana (Diploma in European Community Law) and completed two-year MBA graduate studies at the University of Kansas in USA. Jaka is an active member of IMGL (Slovenia) and a member of several other domestic and international organizations and is active also as lecturer in various seminars and conferences.

Dimitrij Piciga has a master degree in management and organisation, completed at the University of Ljubljana (Economics). He has worked for a short period at a local Hotel, just before he took over, in 2002, an outgoing department in the Globtour (tourism agency) and from 2003 he continued at the biggest Slovenian tour operator, Kompas Holidays.

Between 2006 and 2010, he was the General Director of the Slovenian tourist board, Slovenian state agency for tourism promotion. Dimitrij later continued as CEO at the largest casino operator in Slovenia, HIT Group. The Hit Group features 11 hotels, 6 gaming and entertainment centres, a camping, a slot hall, 2 casinos and ranges among Europe’s biggest providers of gaming and entertainment.

From 2017 Dimitrij is owner and founder of Diogen which performs casino and tourism consalting, advises on investment projects and is also involved in management outsourcing. Diogen is an indеpendent consulting company for tourism and gambling development.

Dr Olga Finkel (founder of WH Partners, a Malta-based law firm) has been practising law in the gaming, gambling and technology fields for over 18 years and is a widely regarded as a specialist in this field and a leading internet and e-commerce lawyer, being consistently top-ranked by the Chambers and Partners’ Global Gaming and Gambling legal guide, Legal 500 and Who’s Who Legal.

Olga’s specialisation includes regulatory frameworks for real money gambling, skill games and social gaming, blockchain and cryptocurrency regulation, as well as privacy, AML and corporate transactions. In addition to advising a range of gaming companies on regulatory, compliance, strategic and commercial matters, Dr Finkel assisted the Malta Gaming Authority in a complete redesign of the regulatory framework for gaming in Malta, both in land-based and remove verticals.

Olga holds a Doctor of Laws degree from the University of Malta as well as a Master of Science degree in Computer Science and Economics from the Academy of Economics, Kharkov, Ukraine.  She is a member of the International Masters of Gaming Law since 2003 and lectures gaming law at the University of Malta.

Dr. Raffaela Zillner, LL.M. runs the General Secretariat of the Austrian Association for Betting and Gambling (OVWG). In this position, she’s the first point of contact for all association matters. Raffaela holds a law degree as well as a Master’s degree in Information and Media Law and a doctoral degree in law. Furthermore, Raffaela successfully passed the Vienna (Lawyers) Bar exam. In her professional career, she has worked as an Associate at a Vienna-based law firm with a special focus on gambling and sports betting law.

Hrvoje Vincetic was born in Croatia in 1962. He studied Engineering in Agronomy and finished it at the University of Osijek. His casino career started in 1990 at the position of craps dealer at the American Palace Laguna Casino in Poreč, Croatia. Afterwards, he spent 5 years at HIT Casinos Group in Slovenia, over 5 years at Casino Mulino (Croatia) and over 3 years as the Managing Director of Royal Casino (Croatia). He had been managing the Croatian Lottery’s Casino in Vinkovci  for about 3 years. Hrvoje was engaged with the Croatian Lottery for about 9 years all-together on different casino, lottery and betting jobs. In June 2015 Hrvoje was offered the Managing Director position at the Adriatic Casino in Opatija (Croatia) which he gladly accepted.

He has more than 15-year experience in online gaming, strategy planning, product and business development, implementation and restructuration of gaming corporations; regulations making for in-person and online gaming via interactive channels.

He was CEO, General Director and stockholder of gaming corporations in several European countries, and currently he works as advisor and consultant at Intelligent Gaming Company, and has participated in more than 30 projects.

A lawyer by profession, Manfred has spent the last seventeen years practising in the area of regulatory and AML compliance, having held leading roles both in the private and public sector. He has been involved in the drafting of various laws in Malta and lectures on a number of related areas.


Between 2008 and 2016, Manfred headed the FIAU, Malta’s financial intelligence unit and principal AML supervisory authority. During his tenure he spearheaded the development of an effective risk-based supervisory framework and dedicated himself to refining Malta’s and the EU’s capabilities in fighting financial crime both through his efforts within the FIAU but also through his involvement in several high-level international committees. He was also entrusted with the co-ordination of Malta’s first AML/CFT national risk assessment and participated in working party meetings aimed at bringing together the interests of the various EU Member States through the introduction of the 4th EU Anti-Money Laundering Directive.


Besides holding the chair of the ARQ Group, today Manfred leads a multi-disciplinary team that advises major domestic banks, financial institutions and top-tier gaming companies, assisting them in ensuring compliance with a range of applicable laws.
